Environmental issues of energy sector development in Lithuania. Harmonisation with EC environmental policy requirements

Abstract

The draft of the second National Energy Strategy was prepared in 1998. The main goals of this National Energy Strategy is to ensure reliable, safe energy supply to the Lithuanian consumers, the increase of the energy consumption efficiency, the implementation of the market economy in energy sector, the efficient use of the existing energy sector and active export policy, the regional collaboration and co-operation and national security aspects, the reduction of the damage to environment, the preparation of the energy sector of Lithuania for the integration into European Union. The most difficult task of energy sector development will be to meet strict requirements restricting environmental pollution in order to adjust our energy sector to the standards of European Union.
The objective of environmental strategy in energy sector is to ensure, that Lithuania will be able to meet obligations of Unternational Conventions and to fulfill requirements of the fifth EC Environmental Action Programme, national Environmental Strategy, Strategy for Approximation in the Environment Sector, United Nations Framework Convention on Climate Change National Implementation Strategy.
Following the analysis of the existing situation and external factors playing role in the formulation of the environment protection policy in energy sector, the main environment protection directions were defined for the development of energy sector and methods of enviroment protection regulation enabling to implement the environment protection goals in energy sector were proposed.
So the main environmental issues formulated in Lithuanian National Energy Strategy are:
1. The rebalanced primary energy supply structure achieved by increasing the share of such ecologically safe fuel types;
2. The observance of the obligations assumed in accordance with the international conventions, the implementation of the EU norms and standards in the environment protection field;
3. The use of economic measures in order to achieve environment protection goals;
4. The development and elaboration of the environment protection and energy audit and monitoring, ensurance of control;
5. The elaboration of the environment protection energy regulation and strengthening of the legislative base;
6. Integration of environmental costs in energy decisionmaking.
